Philippines' agriculture department mulls tax cuts to boost swine farming

 

 


The Philippines' Department of Agriculture (DA) is considering tax reductions for the livestock sector to encourage swine repopulation amidst the ongoing threat of African swine fever (ASF), The Philippine Star reported.

 

As per the country's Department of Budget and Management, the proposed DA budget of PHP 197.84 billion (~US$3.4 billion; PHP 10 = US$0.18) will allocate PHP 4.3 billion (~US$75.7 million) to the National Livestock Programme and PHP 2.22 billion (~US$39 million) to the Integrated National Swine Production Initiatives for Recovery and Expansion programme (INSPIRE).

 

DA Undersecretary Deogracias Victor B Savellano, speaking at the National Federation of Hog Farmers (NATFED) general assembly, revealed plans for tax reductions and the creation of a Livestock Animal Registry (LAR) in partnership with the private sector.

 

The LAR aims to identify legitimate livestock farmers eligible for government subsidies, particularly important for repopulation efforts post-ASF.

 

The DA's collaboration with the private sector will ensure accurate industry data for informed business decisions, given discrepancies in reported livestock numbers due to ASF losses.

 

The department will also explore cost-cutting measures for livestock farmers regarding feed ingredients and superior livestock genetics. These costs currently represent 70 percent of meat, milk, and egg production expenses.

 

The indemnification system will be enhanced to assist livestock owners who incurred losses due to ASF and other diseases.

 

The DA plans to transfer technology developed in state universities and colleges, including vaccines and modern farming systems, in partnership with the Department of Science & Technology.

 

The department will promote the propagation of various farm animals in rural barangays, emphasising biosecurity and genetic improvement for profitability and sustainability.

 

The agency will aid farmers in market identification, enabling them to sell directly to retailers and end consumers to increase profits.

 

The DA is committed to combatting smuggling, hoarding, and profiteering while reducing pork and food animal product imports to stabilise consumer prices and make animal protein products affordable.

 

Despite the livestock industry contributing 30% of agriculture revenue, it receives only 3-4% of the budget. Savellano pledged to engage with industry leaders to better support food security goals under the PBBM Administration.
