Maring's torrential rains have crippled Luzon, including Manila and swamped its nearby areas like Cavite and Laguna and also inundating other provinces such as Bulacan, Bataan and Pampanga. Rising floodwaters forced people in affected areas to flee their homes and stay in government-run shelters.
